Industries of the Two Highs

A term that describes industries with high energy consumption and high pollution emissions.

These industries include the manufacturers of iron and steel, cement, nonferrous metal, coke and other heavy industrial products. These industries put tremendous pressure on the environment and are required to step up their energy efficiency and reduce their emissions.

As part of the country's energy-saving and emission-reduction efforts, the central government has enhanced regulation of these industries by adjusting policies in industry, trade, taxation and finance since last year.
