国家有关部门正在积极研究石油特别收益金政策的调整方案。中石油董事长表示，受四川地震影响的600万立方米天然气日产能已有200万立方米恢复了生产，地震并未对公司造成本质性或致命影响。据有关报道，如国际油价超过80美元，国家将对特别收益金征收办法作出相应调整，暴利税起征点也有可能会上调。

Chinese government is considering raising the threshold of windfall tax levy on gains from crude oil, but the timing is not clear, Jiang Jiemin, president of PetroChina Company Ltd. said Thursday.

中石油董事长蒋洁敏本周四表示，中国政府正在考虑提高原油产品暴利税的起征点，但是具体时间还不确定。

Raising threshold of windfall tax, or special oil gain levy, would be positive for the company's profitability, Jiang said after the annual shareholders meeting of the company Thursday.

蒋洁敏在周四的股东年会上说，提高暴利税或者石油特别收益金的起征点将会对本公司的盈利状况有所帮助。

该报道中，windfall tax指 a one-time direct tax on an unexpectedly large profit，即“暴利税”，而special oil gain levy指的就是我们所说的“石油特别收益金”，threshold有“门槛”的意思，在这里则表示the beginning point of（tax）“（税收）起征点”。石油特别收益金（special oil gain levy），是指国家对石油开采企业销售国产原油因价格超过一定水平所获得的超额收入按比例征收的收益金。
