EU to fund Togolese elections in 2007/2008(Xinhua)Updated: 2007-07-03 01:54 The European Commission will fund the organization of Togolese elections during the 2007/2008 period with a view to helping the country meet the 22 commitments it made to the European Union on April 24, 2004 with regard to democracy, state of law and good governance. Provided within the framework of the "Project for registration and support for the 2007/2008 electoral period," the move is aimed at strengthening good governance and democracy in the country in readiness for elections. The project will provide funds for legislative elections in 2007 as well as municipal and local elections in 2008. According to the commission, Togo will only achieve good governance by holding fair and credible elections. The elections must be organized in a transparent manner while upholding of human rights at the same time. Through the project, the EU is seeking to strengthen the capacities of the Independent National Electoral Commission (CENI), Independent Local Electoral Commissions (CELI) and the civil society in order to enable them to play their rightful roles in the electoral process. Totaling 13.6 million euros (about 18.5 million U.S. dollars) which is equal to 71.3 percent of the total cost of organizing the elections, among other things, the project will cover strategic planning, provision of financial and operational support, capacity building for the CENI, provision of security for the 2007 legislative elections, provision of support to civil society organizations with regard to observing the elections as well as preparations for the elections. The implementation of the project will be entrusted to the United Nations Development Program (UNDP), which is charged with establishing and supervising a management team to work closely with the CENI and other beneficiary organizations. In addition to funding, the European Union is also providing Togo with technical assistance in the preparations for the elections. |
